Executive Director of AID Professional Legal Group Ekaterina Romanova, in an interview with RT, said that in November, a number of laws and regulations will come into force in Russia that will affect the daily life of Russians and business. These changes will also affect taxes, mandatory motor vehicle liability insurance and communications.

For example, the Federal Tax Service will have the right to collect certain debts from individuals without going to court. If a citizen ignores the notification in his personal account, money may be debited directly from the account.

According to Romanova, the November changes are a transition to “fine-tuned” control, in which the responsibility of people and companies becomes direct and inevitable.

The changes will affect the MTPL policy

In November, changes will come into effect that will make it possible for people to check with a video camera whether a car has a valid MTPL policy, lawyers said.

If the insurance policy is not found in the database, the owner will be fined. The first violation is estimated at 800 rubles, the second – several thousand. At the same time, no concessions were made: even if the car was not stopped by the inspector, lawyer Ekaterina Romanova could still automatically make a decision

It became known in July that Russian drivers could start being fined for driving without mandatory motor vehicle liability insurance. Furthermore, fines can be issued on a daily basis. The identification system will temporarily use road cameras to track cars driven without valid insurance. The cameras will scan the license plate and send it to a database for verification to determine the validity of the mandatory motor vehicle liability insurance policy. If you do not have insurance, the fine will be automatically charged.

It is planned to launch a pilot project for several regions later this year. It is expected that these countries will include Moscow, St. Petersburg and Chuvashia, State Duma Deputy Anatoly Akskov said. The system is expected to be launched in test mode before November 1, since Russian President Vladimir Putin ordered the construction of the corresponding mechanism before then, the MP added.

There will be a limit on the number of SIM cards

Ekaterina Romanova said that network operators must check the number of numbers of each subscriber before November 1.

The secondary card will be blocked. The lawyer explained that this will help identify cases where numbers are registered without the owner's knowledge.

Earlier, Anton Nemkin, member of the State Duma Committee on Information Policy, Information Technology and Communications, and federal coordinator of the Digital Russia party project, spoke about a law coming into force on September 1 that regulates fines for transferring SIM cards to third parties.

On October 21, Moscow investigators opened the first criminal case related to transferring phone numbers to others. The defendant received an offer to make money from an acquaintance – thanks to his tips, he visited the offices of mobile operators and concluded contracts using a forged power of attorney. He transferred the SIM card with the issued number to someone else for 9,000 rubles.

In July, it became known that 56 owners of more than a million active SIM cards were found in Russia. This was stated by the head of the Ministry of Digital Development, Maksut Shadayev. He urged law enforcement officials to pay attention to this fact.

In February, it was reported that the service for checking the SIM card issued to a person will appear on the State Services portal. Shadayev clarified that in this way citizens will be able to understand whether scammers use his data to register phone numbers for themselves.

The changes will affect notaries

The lawyer said that from November 24, notaries will have to notify heirs about the debts of the deceased. Romanova added that banks and microfinance institutions will be able to collect debts faster and people will have to evaluate more carefully whether it is worth receiving an inheritance.

In addition, a voluntary trial of mineral fertilizer labeling is being initiated for businesses – in the future this may become mandatory.

Previously, Alexander Yakubovsky, a member of the State Duma Committee on Construction, Housing and Public Utilities, proposed giving notaries the authority to conduct legal appraisals before real estate transactions. The MP believes that this will be salvation from the termination of contracts with genuine buyers due to fraudsters.
