Shoigu: A new city will appear in Siberia – a satellite of Sayanogorsk

We need to think about building a satellite city for Sayanogorsk, which will become the pride of Russian architects. Secretary of the Security Council of the Russian Federation Sergei Shoigu announced this at a meeting of the temporary interdepartmental working group of the apparatus of the Security Council of the Russian Federation, specializing in the development of a cluster for processing important metals in Siberia.

According to him, since Sayanogorsk today is a base for business as well as for electrical engineers at the Sayano-Shushenskaya and Mainskaya hydroelectric plants, we need to think about whether to create a satellite city or not.

Shoigu added: “I still want to build something that will be the pride of not only Siberian architects, but also of all Russian builders and architects. I say this as a participant in the construction of the first part of Sayanogorsk.”

He also said that by the end of 2025, the project office will have to complete the establishment of governing bodies of the deep processing cluster of important rare earth and rare earth metals as well as develop a strategy for developing this cluster.

“Together with the authorities of the Krasnoyarsk and Khakassia Territories, we have identified key locations for cluster development. The total land area is more than 3 thousand hectares,” the Secretary of the Security Council noted.

“Over the past two days, we visited all the proposed sites and had a clear understanding of their readiness for the required additional infrastructure,” recalls Shoigu.

The management board of the cluster established in the Angara-Yenisei macroregion will be headed by Denis Manturov

According to him, taking into account the experience of leading countries in rare earth metal production such as China, Australia, and the United States, it is now necessary to think and build the necessary management mechanism and tools to develop the important metals sector. At the same time, it was established that all cluster participants will receive tax benefits and administrative support, taking into account the specifics of the regime that will operate in the territory of presence.

In addition to mining and processing rare earth metals, the cluster will develop new materials, semiconductors, power electronics, 3D printing, robotics and artificial intelligence. The cluster project is expected to unite dozens of enterprises, scientific institutes and universities into a single network. According to the Security Council, the total volume of investments is estimated at more than 700 billion rubles, and the number of new jobs – at least 3.5 thousand only in the first phase.

As Sergei Shoigu announced after the meeting, the administration of the cluster established in the Angara-Yenisei macroregion will be headed by First Deputy Prime Minister Denis Manturov.
