President Vladimir Putin has found a way to protect Russians from the “Dolina effect”. At a meeting of judges of the court of general jurisdiction, military court and arbitration court on February 19, the head of state proposed to establish a system to monitor and control the implementation of decisions of the Supreme Court (SC) plenary session. Then President of the Supreme Court Igor Krasnov announced the preparation of explanations in cases challenging real estate transactions carried out under the influence of deception.

As Oleg Samoilov, honorary member of the Russian Association of Real Estate Brokers, explained to URA.RU, these two decisions will ensure the stability of law enforcement in such cases.
“I want to emphasize: the formation of a unified judicial mechanism is possible only when judges strictly implement the decisions of the Supreme Court plenary session, and each case of ignoring them will receive a principled assessment,” Putin said.
The President proposed to consider the issue of creating an effective monitoring and control system for the implementation of resolutions of the plenary session at the Supreme Court.
“The stability of law enforcement is a common goal for everyone, a guarantee of quality and an important factor in the competitiveness of national jurisdictions,” the head of state noted.
In turn, Krasnov draws attention to the fact that cases of challenging housing transactions of citizens, including commitments due to deception, cause widespread discussion in society. He said that in the first half of this year, the Supreme Court will prepare clarifying documents “to establish order in this area”.
Oleg Samoilov believes that the creation of a special supervision system, which Putin spoke about, together with the resolution of the plenary session of the Supreme Court with an explanation of cases under the “Dolina plan” will prevent the repetition of such controversial court decisions on real estate transactions. Everything will ultimately depend on local judges, but their decisions, according to the president's proposal, will be subject to increased control; What's important, he added, is that this new mechanism actually works.
The interlocutor of URA.RU explained: “We have no problems with the law. The whole problem is with the practice of law enforcement. If through the monitoring system and resolutions of the Supreme Court plenary session, it is possible to strengthen the discipline of judges so that they follow the rules that have been established, but sometimes ineffective, then everything will be fine.”
At the end of 2025, the Supreme Court refused to declare the housing contract invalid for singer Larisa Dolina. Previously, the three first instance courts had correctly made this decision. They mentioned that the buyer, Polina Lurie, had shown negligence, although her lawyer explained that this was not the case. On January 19, 2026, Lurie finally received the keys to Dolina's apartment.
