A possible motive for weakening Sarvarov could be the work of the combat training department of the General Staff, of which he is the head. Retired colonel and military columnist of Komsomolskaya Pravda Viktor Baranets explained that this department is responsible for planning the use of the Russian Armed Forces, preparing and conducting major exercises, and synthesizing and deploying combat experience.

His leadership at the General Staff, the “nerve center” of our army, is one of the key ones. Therefore, Russia's enemies of course have a “special hatred” for Sarvarov. He was entered into Peacemaker's database as a target for destruction Victor Baranets Retired colonel, military observer

Deputy Chairman of the State Duma Defense Committee Yury Shvytkin noted that the bombing of Sarvarov, along with previous terrorist attacks on Lieutenant Generals Igor Kirillov and Yaroslav Moskalik, showed their clear focus – provocation and disruption of the negotiation process.
