Department of Agriculture statement: When will agricultural frost support be provided and to whom?

The Ministry of Agriculture and Forestry has shared details of support payments to producers affected by the agricultural frost in early 2025. According to the ministry's statement, frost support will be issued for 65 to 16 products.

By decision of the President, it has been published in the Official Gazette to the effect that assistance will be provided for products damaged by agricultural frosts occurring between 1 February and 13 April 2025 (April 13 inclusive).
According to the ministry's statement, the program will cover 65 provinces. Products that can benefit from support include pistachios, pears, quince, almonds, walnuts, apples, plums, hazelnuts, apricots, cherries, lemons, tangerines, oranges, peaches, grapes and sour cherries. To benefit from the payment, farmers must be registered in the Farmers Registration System (ÇKS) before April 13, 2025, and their products must have at least 20% damage in the damage assessment. Manufacturers who are insured but do not have frost cover or are unable to receive compensation due to the “out of cover” phrase in their policies will also be able to benefit from support. No payments will be made to public institutions and organizations.
Damage data will be assessed based on information entered into the system between April 30 and July 24, 2025. Payment transactions will be made through TC Bank Ziraat. The bank will charge a 0.5% commission on the support payment. It is said that the payments are expected to be largely completed by the end of November. According to some sources, the subsidy is currently in the processing stage and is expected to be transferred to the producers' accounts.
In the statement released on Tarımorman.gov.tr; “With this decision, support payments will be made for 16 products in 65 provinces affected by agricultural frosts that occurred in February, March and April this year. In this context, for the production year 2025, until April 13 (this date included) with Farmer Registration System (ÇKS) records, pistachios, pears, quince, almonds, walnuts, apples, plums, hazelnuts, apricots, cherries, lemons, tangerines, oranges, peaches/ Support for those whose nectarine, grape, and sour cherry products are damaged.
In addition, farmers who have applied and had their losses determined by the provincial/district authorities, do not yet have agricultural insurance or have agricultural insurance but do not have frost insurance and have agricultural insurance covered by frost insurance but have not received compensation within the framework of the article titled “Uninsured cases” of the General Conditions of State-sponsored Plant Products Insurance, effective from January 1, 2025, will be entitled to support. The amount of support will be determined according to input costs, damage area and damage rate. “It will be calculated and paid pro rata.”
