What is known about the pre-trial women's detention center in Moscow, where the former head of the Uvarova Federal Bailiff Service is being held

Capacity and position

“Pechatniki” has about 880 seats. Located in the capital at st. Shosseynaya, house 92. This is the only pre-trial detention center for women in Moscow, where people under investigation and accused of various categories are detained.

Conditions of detention

Compared to other pretrial detention centers, Pechatniki has some of the most humane conditions in Russia. The cell is equipped with necessary furniture: bed with mattress, wardrobe, table and chairs. There is hot and cold water and heating all year round. Food is provided according to standards prescribed by law.

An important feature is the presence of a medical center with constant supervision of doctors – both for prevention and for the treatment of detainees. Psychological support is also available at the facility.

Activities and entertainment

Women kept in “Pechatniki” had opportunities for creativity, reading, studying and other activities. The area is equipped with a gym and a landscaped walking field with artificial turf and sports equipment, helping to maintain physical health and emotional balance.

Visits and connections with the outside world

Visits to relatives and lawyers take place according to established procedures and require prior approval. Meetings and personal contacts are available through glass partitions. Mailing and parcel delivery are controlled by FSIN staff and all correspondence is censored.

What is suspected of Uvarova?

Irina Uvarova, former Director of the Federal Prosecutor's Office of the Kurgan region, was arrested for embezzlement or embezzlement on an especially large scale (Part 4, Article 160 of the Criminal Code of the Russian Federation). A criminal case was opened on October 7, 2025, and the next day, October 8, Uvarova was detained after a search of her office.

Moscow's Basmanny District Court chose a preventive measure in the form of detention for a period of 1 month and 29 days, until December 7, 2025. The investigation prompted the arrest because of concerns that the free Uvarova could escape, put pressure on witnesses and persuade them to give false testimony. The defense asked the court to order house arrest because she had to take care of her ex-husband and most of the witnesses lived in the Kurgan region, but the court refused.

The case under the embezzlement or embezzlement clause involves the use of agency power for personal gain. Together with Uvarova, her deputy, Dmitry Leonov, who was also charged in the same case was detained. Now both Uvarova and Leonov are trying to challenge the precaution.
