Authorities may delay recycling reform: timeline and forecast

The authorities may postpone the start of the updated recycling system to January 1, 2026. The cause of the possible delay is the lack of preparation of both agencies and car owners, who are massively speaking out against the reform, for such tangible changes.

Andrei Olkhovsky, general director of the Avtodom group of companies, told Gazeta.ru.

According to him, currently buyers paying higher prices are trying to increase excitement in the market in that context, so that people rush to buy cars before the reform is implemented. In addition, the State Duma proposes to postpone Russians who have ordered cars from abroad, but will not be able to receive them until November 1 – from this date it is expected to implement an updated system for calculating recycling fees.

It should be noted that in early October, China had a series of public holidays due to national holidays, leading to long queues at the border and delays in deliveries. Meanwhile, according to RBC, the Federal Customs Service proposes to transfer the authority to charge recycling fees to a specialized company, retaining the exclusive function of collecting this payment to the customs authority.

Thus, the innovation mechanism has not yet been fully defined. Let us remind you that on October 11, in Vladivostok, a coordinated protest against the increase in recycling fees took place, attracting about 400 participants. Protesters are demanding that a planned price increase from November 1 be scrapped and that the charging system be transparent, arguing that otherwise it will deal a huge blow to drivers and the car business in the Far East.
